Dr Michael J. Bowes is a barrister at Six Pump Court, Temple, having been called to the Bar at Middle Temple in 2021 following qualification as a solicitor in 2007.

Dr Bowes is a recognised expert in water law, utilities and energy law, with a practice that also encompasses planning, environmental law, competition, commercial disputes, arbitration and mediation.

He is nationally recognised as a leading authority in water law and the wider utilities sector, with substantial experience across the legal, regulatory and operational framework governing water and infrastructure in England and Wales. He is regularly invited to speak at industry, professional and academic forums on water regulation, infrastructure delivery, environmental compliance and the interface between utilities and energy systems. He is the go to barrister for many water undertakers and utility organisations and suppliers.

His expertise in water law is deep and highly specialised. He is relied upon as a contributor to leading practitioner texts, including LexisNexis and Garner’s Encyclopaedia, reflecting genuine authority in the field. He has extensive experience advising on the regulation of statutory undertakers, including complex advisory and contentious matters involving the operation and protection of water and sewerage networks, the interaction between statutory powers and private rights, and multi-party disputes involving undertakers, landowners, developers and public authorities.

He is regularly instructed on matters of real significance concerning critical national infrastructure, including the protection of strategic drinking water sources serving very large populations. His work frequently engages issues of contamination risk, supply continuity, regulatory exposure and asset resilience, requiring detailed statutory interpretation and the deployment of evidence-led strategy across complex technical disciplines such as hydrogeology, engineering and environmental science. This expertise places him at the centre of major infrastructure and energy matters where utilities, environmental constraint and operational risk must be addressed together.

In the past twelve months, Dr Bowes has been instructed as lead counsel in five Nationally Significant Infrastructure Projects, including four Developments of National Significance. His practice is therefore firmly at the forefront of major infrastructure consenting and environmental planning law. He has particular expertise in national consenting regimes and associated frameworks, including Development Consent Orders and Transport and Works Act Orders, and is recognised for his ability to deploy complex multidisciplinary evidence in contested proceedings. A flagship success is his role as sole and lead counsel in opposition to the Craig y Perthi Solar Farm (DNS/3279787), a 600-acre proposal within the Gwent Levels SSSI, which was refused following contested hearings. The decision stands as an important authority on ecological protection and the correct application of the stepwise approach under Planning Policy Wales.

Dr Bowes also maintains a strong competition and regulatory practice, with particular expertise in the application of competition law within regulated utilities and natural monopoly markets. He is regularly instructed on issues arising where statutory duties, economic regulation and commercial decision-making intersect. His work includes advising on dominance risk, the avoidance of abusive conduct, competition-compliant structuring, and the management of regulatory exposure in markets characterised by essential infrastructure and constrained competition. His approach reflects a clear understanding that, in utilities and energy sectors, competition law must be embedded within operational and strategic decision-making rather than treated as a standalone compliance exercise.

He has a substantial commercial practice, acting in both advisory and contentious matters involving complex contractual frameworks, risk allocation, governance structures, performance and termination issues, and the negotiation and interpretation of high-value agreements. His advice is characterised by clarity and precision, and by an ability to identify the issues that drive commercial outcomes. He is particularly effective in matters where legal, regulatory and operational considerations must be addressed together.

Prior to being called to the Bar, Dr Bowes spent approximately a decade as a solicitor at leading international firms including Eversheds Sutherland LLP and BCLP LLP, where he practised as a senior regulatory specialist advising on complex utilities, infrastructure and energy matters. He has also worked with international organisations including the United Nations and the Council of Europe, and has commercial experience in private enterprise and fund management. He has taught Commercial Law at university level, reinforcing a practice defined by strong doctrinal rigour and a clear understanding of corporate governance and risk.

Dr Bowes holds multiple advanced qualifications, including an Ivy League Doctorate in Law. He also holds a Master of Studies from Cambridge University and a Master of Laws from Cornell University, where he achieved top ranking in water law.

He is qualified as a solicitor in England and Scotland and publishes regularly in leading legal and academic publications.

He practises in arbitration, particularly in his core areas of expertise, and is a qualified CEDR mediator.
